Abstract

Purpose: This research examines the urgency of establishing a Carbon Crime Registry as a strategic legal instrument to strengthen Indonesia’s national resilience through the Asta Gatra framework.

Study Design/Methodology/Approach: The research adopts a normative juridical approach, incorporating comparative legal analysis of climate-related crime recording and classification practices in the Netherlands, Canada, Brazil, and China. The analysis examines the relationship between environmental law enforcement, emissions governance, and national resilience.

Findings: The proposed Carbon Crime Registry provides a conceptual mechanism for integrating environmental law enforcement, climate policy, and national resilience. From an Asta Gatra perspective, carbon-related crimes threaten natural resources, economic stability, social welfare, and national security. An integrated registry could improve institutional coordination, support emissions reduction commitments, and strengthen Indonesia’s capacity to respond to climate-related environmental offences.

Implication: The findings inform the development of an integrated legal and institutional framework for documenting carbon-related offences, coordinating enforcement authorities, and aligning environmental crime prevention with national climate commitments and resilience priorities.

Originality/Value: The research advances a conceptual framework that positions carbon-related crimes as strategic threats to national resilience and proposes a Carbon Crime Registry to connect criminal law enforcement, emissions governance, and climate policy. This integration offers a basis for strengthening Indonesia’s environmental governance and its contribution to international climate commitments.
