Quantum Computing as a Global Game Changer in Technological Transformation towards National Resilience

Abstract
Purpose: The study investigates implication of quantum computing to Indonesia’s national resilience, focussing on digital security and governance.
Study Design/Methodology/Approach: The study use descriptive qualitative approach supported by literature-based analysis of international and domestic sources published between 2018 and 2025.
Findings: The study finds that major powers like United States, China, and the European Union have launched coordinated quantum ecosystem research that can influence global value chains and security. For Indonesia, ATHG from quantum computing are large-scale decryption of public key cryptography and the HNDL threats because Indonesia still have human resource limitations, inadequate research infrastructure, and the the lack of integrated regulatory framework. Therefore, the study propose short term strategy to build roadmap for post-quantum cryptography and cryptographic asset inventory and national digital coordination, and long-term strategies to develop technological independence and quantum advanced education.
Originality/Value: This study integrates quantum computing into the national resilience framework and provides actionable policy directions to strengthen Indonesia’s technological sovereignty in the quantum revolution.
