Purpose: This study updates and reconstructs the career policy proposed for middle-ranking Indonesian National Armed Forces (TNI) officers seeking strategic positions in United Nations (UN) peacekeeping. It examines how a career system can convert Indonesia’s substantial troop contribution into a sustainable strategic-leadership pipeline that supports defence diplomacy and national resilience.
Study Design/Methodology/Approach: The article applies qualitative policy reconstruction through secondary analysis of the doctoral case-study findings reported for 2018-April 2019 and a structured documentary update covering peer-reviewed literature and official Indonesian and UN sources available up to 28 February 2025.
Findings: The investigation shows recurring shortcomings in career advancement, competency development, training coordination, and international nomination systems. Emerging operational needs highlight digital literacy, strategic communication, civilian protection, and inclusive leadership. Although Indonesia deployed 2,752 uniformed people in February 2025, including 38 staff officers, these numbers do not reflect the country's representation in key UN leadership posts. The findings indicate a comprehensive career-development paradigm rather than relying solely on deployment statistics.
Implications: The proposed framework may enhance candidate readiness, institutional learning, and defence diplomacy. Its projected contribution to Asta Gatra's defence-security and political dimensions must be empirically validated. Access to internal career data and UN selection assessments is limited, making it difficult to draw judgements about implementation efficacy
Originality/Value: The article proposes a peacekeeping strategic leadership pipeline that incorporates talent identification, competency development, mission experience, merit-based nomination, diplomatic coordination, and post-deployment knowledge transfer into a single institutional policy framework.
