This study also examines the contribution of a cultural approach to more effective, sustainable conflict resolution strategies, aligned with the Asta Gatra framework as a pillar of national resilience.</p> <p><strong>Study Design/Methodology/Approach</strong>: This study uses an interpretivist-phenomenological philosophy with an empirical-inductive method and an archival study strategy to identify patterns of culture-based conflict resolution in various regions of Indonesia. The data were obtained through a literature review, document analysis, and stakeholder interviews and then analysed reductively to ensure links with the socio-cultural, ideological, and security dimensions of Asta Gatra.</p> <p><strong>Findings</strong>: The research results indicate that a cultural approach based on <em>Bhinneka Tunggal Ika</em> (Unity in Diversity) has significant potential to reduce horizontal conflict and strengthen social cohesion. Data were collected through systematic literature analysis and interviews with various experts in the fields of economics and wealth sources. The descriptive-analytical analysis was conducted using the framework or concepts of Porter's diamond model, CRT, SWOT (EFAS and IFAS), and TOWS.</p> <p><strong>Findings</strong>: The Porter's Diamond Model analysis indicates that the halal food downstreaming industry in Indonesia is not yet fully competitive, with the CRT analysis identifying four root causes. Then, based on the SWOT analysis, the coordinates (2.43; 2.78) were obtained, indicating the need for a "turnaround" strategy to enhance competitiveness and address the identified weaknesses in the halal food downstreaming industry.</p> <p><strong>Originality/Value: </strong>This study present national strategy to enhance halal food downstreaming based on the value chain integration theory. Indonesia needs to expand market penetration through trade diplomacy, product diversification, culinary-based branding, and credible halal certification. The government needs to develop industrial clusters, provide incentives for supporting industries, partner with research institutions and universities, and adopt international standards. Furthermore, capacity building and awareness among MSMEs need to be strengthened through national-scale training programs that focus on best practices, technological advancements, and market access strategies. Finally, cross-sector policy integration needs to be improved.</p> Euis Amalia, Muhammad Hanafi Copyright (c) 2025 Euis Amalia, Muhammad Hanafi https://creativecommons.org/licenses/by-sa/4.0 https://jurnal.lemhannas.go.id/index.php/jkl/article/view/1175 Fri, 26 Dec 2025 09:06:51 +0000 Green Islamic Finance and Digital Economic Resilience in the Indo-Pacific Region https://jurnal.lemhannas.go.id/index.php/jkl/article/view/1063 <p><strong>Purpose: </strong>This study comparatively analyses geoeconomic strategies for advancing green Islamic finance and digital economic resilience in the Indo-Pacific region through the integration of Islamic economics, sustainability, and digital transformation to strengthen national resilience from an Asta Gatra perspective.</p> <p><strong>Study Design/Methodology/Approach</strong>: This study uses a descriptive qualitative approach with content and thematic analysis based on Tawhid String Relation Theory (TSR) and Absorptive Capacity Theory (ACT) to explain the adaptation of Islamic finance to technological, environmental, and geopolitical changes. Data were collected from peer-reviewed journal articles, policy documents, institutional reports, and relevant literature on Islamic finance, green finance, digital transformation, and Indo-Pacific resilience.</p> <p><strong>Findings</strong>: The findings show that Islamic finance demonstrates strong conceptual alignment with sustainability and digital ethics; however, implementation gaps remain in policy coherence, digital infrastructure, and human resource readiness. The study identifies three key enablers for effective integration: ESG-orientated Sharia financial instruments, Sharia-compliant digital solutions, and value-driven strategic alignment at the organisational level. A conceptual framework is proposed linking maqasid al-Shari’ah, particularly hifz al-mal and hifz al-bi’ah, with digital inclusion and environmental stewardship to strengthen economic and environmental resilience in the Indo-Pacific within the Asta Gatra framework.</p> <p><strong>Originality/Value: </strong>This study offers an integrative framework that consolidates Islamic finance, sustainability, and the digital economy into a unified strategic approach. The secondary data consist of policy papers, academic publications and media reports.</p> <p><strong>Findings:</strong> Although Putrajaya has successfully transformed into a modern administrative centre, however there is ongoing social issues like evictions, livelihood erosion, and weakened community cohesion. It examines how quantum technology may affect the stability and adaptive capacity of Indonesia’s national resilience system, particularly in the dimensions of cybersecurity, defence, and strategic governance.</p> <p><strong>Study Design/Methodology/Approach</strong>: This study uses a descriptive qualitative approach based on an analysis of international and domestic literature published between 2018 and 2025, using Indonesia’s national resilience framework, including <em>Asta Gatra</em> and ATHG, combined with Complex Adaptive Systems theory to examine the interactions of actors, institutions, and technologies in facing strategic disruption in the quantum computing era.</p> <p><strong>Findings</strong>: The findings reveal that the US, China, Japan and the EU have created advanced and coordinated quantum research ecosystems. quantum computing presents risks to public-key cryptography, digital infrastructure, signals intelligence, data sovereignty, and several dimensions of <em>Asta Gatra</em> because of limited human resources, insufficient research facilities, fragmented regulation, and the absence of an integrated post-quantum cryptography roadmap. This risk advocates for immediate actions such as the creation of a post-quantum cryptography roadmap, cryptographic asset mapping across public institutions, and national coordination in digital security. The model was developed by integrating global city theory, social-ecological interaction theory, adaptation strategy, and national resilience. Relevant academic studies and policy documents on Jakarta’s water governance, PAM Jaya, piped water service expansion, and urban resilience were reviewed to identify the main dimensions and indicators of the proposed model.</p> <p><strong>Findings</strong>: The proposed model connects three elements: water governance vulnerability as the independent variable, city resilience status as the mediator variable, and adaptation strategy as the dependent variable. The model suggests that higher water governance vulnerability may weaken city resilience, while stronger city resilience may support more effective adaptation strategies through infrastructure improvement, institutional strengthening, stakeholder collaboration, and community participation.</p> <p><strong>Originality/Value: </strong>This theoretical model represents both the concept of water security and global city theory, which is embedded in its strategic framework with the Asta Gatra idea. The media were developed by organising Archipelago Insight materials into three main QR Code-based menus: meaning of words, definitions, and history. The developed product was assessed through feasibility testing by six validators and practitioners, consisting of two Archipelago Insight content experts, two civic education learning media experts, and two practitioners. A readability test was also conducted with 100 students as direct users of the media.</p> <p><strong>Findings</strong>: The feasibility assessment showed that the QR Code-based Archipelago Insight lecture media obtained an average score of 4.12, which was included in the feasible category. The highest feasibility score was found in the suitability of material with the media, while the lowest score was found in the clarity of material, although it remained within the feasible category. The student readability test obtained an average score of 3.63, which was included in the very feasible category. These findings indicate that the developed media are suitable, readable, and practical for use as an alternative medium in citizenship education lectures.</p> <p><strong>Originality/Value: </strong>This study offers QR Code-based Archipelago Insight lecture media as a practical digital alternative for presenting broad civic education materials. The evaluation took into account how operational procedures, coordination mechanisms, and aviation security governance fit with the concepts of adaptive and integrated national resilience.</p> <p><strong>Results:</strong> There is evidence of low operational resiliency arising from inflexible processes, siloed inter-agency coordination and immature security regulation and culture. The consequence is slow service restoration and response to threats.</p> <p><strong>Originality:</strong> In disaggregating the concept of national resilience, this article contributes to a readiness to manage aviation terrorism within an adaptive, pan-sector resilience framework.
